Canary status: missing — fire 3+3 review before merge

Summary

Adds the working execution plan for the Kan-ductor 24-PR maturity program: waves, review contract, hard stops, context preservation, and role-ready definition.

Scope

  • Add docs/kan-ductor-working-pr-plan.md.
  • Capture the Godzilla Loop execution model and 24 PR candidate backlog.
  • Preserve current decisions: HTTPS/PAT, Forgejo issues as coordination lane, advisory WIP, manual Kan moves as drift, Leviathan board name.

Non-goals

  • No runtime changes.
  • No production deploy.
  • No schema or API changes.
  • No machine identity issuance.
