Summary

Adds quiet board-level cues for blocked work, column WIP, and column policies so Kan-ductor surfaces the new board maturity primitives without turning the board into a dashboard.

Scope

board.byId now returns activeCardCount per list and blockedByCount per card.
Cards with incoming blocks relations show a subtle blocked badge and tooltip.
List headers show current WIP count, optional WIP limit, and a breach state when over limit.
Lists with policy fields show a compact policy icon/tooltip for policy note, entry policy, exit policy, and agent move policy.
Optimistic create/move/delete/list-create paths keep activeCardCount and blockedByCount shaped correctly.
Board/card schemas now expose already-returned cardNumber / cardPrefix fields and board visibility as private | public, reducing existing UI type drift.

Non-goals

No analytics dashboard.
No dependency graph UI.
No hard enforcement modal or workflow blocking.
No policy editing UI in this PR.

Known baseline:

pnpm --filter @kan/web typecheck still fails on existing bootstrap.cjs, public/__ENV.js, and workspace provider/cardPrefix type drift. Board/card ticket-field errors from this touched area were reduced, but the remaining workspace baseline is outside this PR.

Rollback

Revert commit 9a8702e to hide the UI cues while keeping the underlying schema/API from earlier PRs.
Clients can ignore activeCardCount and blockedByCount safely.
