The vision
Two policy gates that make autonomy judicious, not just mechanical:
Why it matters
Without a Sense Gate, deterministic+test green still lets the repo drift semantically. Without trust tiers, autonomy is all-or-nothing — too risky to turn on broadly, so it never turns on. Tiers are how the operator safely earns into more autonomy over time (and the natural consumer of the incident log + analytics loop).

patchwarden sense-checknow evaluates decision refs, hard-manual classes, and operator-gated trust-tier proposals, and Contract Run can consume aligned exact-head sense artifacts. Richer product-policy content, source-doc extraction, and trust-state workflow remain tracked as PW-G004/PW-G018 follow-up work in the status artifacts anddocs/operations/vision-gap-issue-disposition.md.
