feat(review): add default-off simplicity_review lane #126

Context

D25 decided the Ponytail posture: use Ponytail as inspiration/vocabulary only, with no Patchwarden runtime dependency, no hooks, no MCP/plugin requirement, and no Node surface in core.

Goal

Add a default-off simplicity_review reviewer lane that uses the existing Patchwarden reviewer artifact/quorum shape where possible.

The lane should look for advisory complexity findings:

  • unnecessary_dependency
  • stdlib_reimplementation
  • native_feature_available
  • speculative_abstraction
  • dead_flexibility
  • shrinkable_logic

Initial behavior

  • advisory only;
  • default-off;
  • no hard blocker;
  • no approval authority;
  • no merge authority;
  • no Ponytail runtime dependency;
  • no Ponytail hooks/adapters installed;
  • reuse patchwarden.review_artifact.v1 and review-quorum if the existing shape is sufficient.

Acceptance

  • A repo/profile can declare a disabled review_lanes.simplicity_review lane without changing default behavior.
  • The prompt or lane configuration emits the finding types above.
  • The lane output can be represented as a normal review artifact or a documented minimal extension.
  • review-quorum can ignore/admit it as advisory without blocking clean PRs.
  • Tests prove default-off behavior and advisory-only behavior.
  • No new runtime dependency is added.

Boundary

Do not promote any simplicity finding to a blocker in this issue. D25 requires 10-20 dogfood PRs with low false-positive risk before blocker promotion is considered.
