Scope

  • Adds an iskra-openclaw policy bundle.
  • Adds deterministic Patchwarden blockers for OpenClaw upgrade/runtime maintenance PRs.
  • Requires current successful preflight checks: runtime-truth-report, openclaw-upgrade-simulator, autoheal-dashboard.
  • Keeps OpenClaw runtime maintenance human-gated even after preflight evidence.

Non-goals

  • No OpenClaw upgrade.
  • No runtime restart or duplicate-install cleanup.
  • No autoheal apply logic.

Why

OpenClaw runtime maintenance is technically possible but product-risky without Patchwarden preflight. This makes upgrade risk visible before any runtime mutation.
