Replacement for stale WIP PR #568. This rescues only the intended OpenClaw Scheduler Observability Spec Kit and inert Python scaffold from
ollama/dziadek-openclaw-scheduler-spec, rebased onto currentmain.Why replacement instead of updating #568
PR #568's source branch was old and carried accidental reverse-diff churn against current
main, including many unrelated deletions. This PR keeps the valuable content and drops the stale branch drift.What changed
