Goal

Allow OpenClaw setups to provide explicit skill roots without changing core policy.

Scope

  • Add optional config reader for ~/.skillsurfer/openclaw.json or a passed config path.
  • Support root entries with path, scope, trustTier, source.
  • Merge config roots with existing openclaw profile roots deterministically.

Acceptance criteria

  • Bad config fails with a clear error.
  • Config cannot silently mark workspace/imported/external roots as trusted unless explicitly set.
  • Tests cover valid config, missing config, invalid trust tier, and path resolution.
  • pnpm check && pnpm build passes.
