Canary status: missing — fire 3+3 review before merge

Summary

Fixes #129 by documenting a safe no-write Leviathan dry-run smoke before any real Swarmheart projection apply.

Scope

  • Adds docs/ops/leviathan-dry-run-smoke.md.
  • Links the runbook from docs/ops/merge-train-smoke.md.
  • Links the runbook from docs/leviathan-projection-contract.md near the fail-closed apply rules.
  • Defines preview, drift readback, dry-run apply, and no-write assertions.
  • Names the real apply owner gate and required scopes/env/confirmation.

Non-goals

  • No runtime/API code change.
  • No production deploy or restart.
  • No token/scope/Infisical change.
  • No real projection apply, write smoke, or board mutation.
