Canary status: missing — fire 3+3 review before merge

Summary

Fixes #132 with an integration regression test for Operational Cockpit snapshot freshness semantics.

Scope

  • Adds an agent integration test for submitOperationalSnapshot, getLatestOperationalSnapshot, and the protected getWorkspaceOperationalSnapshot read path.
  • Verifies the latest snapshot is selected by generatedAt, not by insertion order.
  • Verifies fresh/stale flags and ageSeconds survive round-trip through the snapshot payload.
  • Verifies a stale watch item remains watch and is not silently escalated to blocked.
  • Verifies an uncertain/missing-evidence item can be represented as unknown.

Non-goals

  • No runtime/API logic change.
  • No DB schema or migration.
  • No cockpit UI change.
  • No production deploy, restart, token change, or projection write authority change.
