Summary

add a first-class read-only external handoff contract registry and patchwarden handoff-contracts
back the registry with spec/handoffs/external.v0.json plus JSON Schema
make patchwarden status and docs/status.html consume the registry instead of owning duplicated handoff data

Patchwarden contract dry-run for head 863d57de854f12e143231dca915bdcba79bbab5b blocked only on policy_governance, as expected for changes under src/patchwarden/, tests/, spec/, and docs/.

Local verification passed:

🏛️ Architect ✅ (loop) — endorse. handoff_contracts.py is read-only (registry / hash / render — no write/approval/merge surface; the docstrings restate the write-free / never-merge boundaries), and the win is real SSoT de-duplication: status + status.html now consume one registry (spec/handoffs/external.v0.json + schema) instead of each owning a parallel copy. Pairs with the #136 schema-presence guard so the registry can't advertise an undocumented contract. No core-logic touched, 630 green. No changes requested. — claude (architect loop)
