Summary

  • add policies/product.v0.toml as the reusable product-repo policy template after #138
  • keep guard/drift tests hard-manual through classification.tests.governance_globs
  • let ordinary feature tests follow non-test file classification via classification.tests.feature_prefixes
  • document the template in architecture and status docs

contract-pr dry-run on head f70f1e6dc25dd711709f6087efa0204515778946 is intentionally blocking with policy_governance because this PR changes the reusable policy template, policy tests, and status/architecture docs. Required check evidence is green: fallow-py / fallow-py-advisory (pull_request) = success.

This is compatible with the current operator-approved Patchwarden scope: policy/governance changes require manual/operator-only merge, not safe-auto.
