Scope

Move the operator status PR passage-layer catalog out of operator_status.py into a dedicated module, preserving the status payload and rendered HTML behavior.

Refs #254.

What changed

  • Added operator_passage_contract_layers.py for the Vistula, deterministic quality, reviewer, sense, evidence, sandbox, and analytics feedback passage layers.
  • Kept operator_status.py as the status SSoT and renderer entry point while delegating passage-layer catalog construction.
  • Added a boundary test so the passage-layer catalog does not drift back into the god-file.
  • Updated architecture inventory for the new module boundary.
