What

Implements #64 — adds a ## What works today vs what's planned table near the top of README.md so first-time readers don't mistake the aspirational 6-layer vision for the current narrow-CLI reality. Plus a one-line pointer in docs/vision.md to the table.

Scope (docs only — verified)

git diff --stat = README.md (+22), docs/vision.md (+2). Nothing in src/, tests/, spec/, policies/, pyproject.toml. Tests still 186/186 (no code touched).

Content quality (claude-reviewed)

Every Today row links to real evidence (PR #50/#54/#55/#60/#66/#70/#71, platform#527, the actual test files). Every Planned 🟡 row links to the parking decision (D21, roadmap, integration-plan, #31/#67/#68/#65). Won't-fix row for style/linters. Footer points to dogfood-actual-vs-mental-model.md. Operator-voice preserved; vision content untouched (D8 lock respected).

Minor note (non-blocking, future cleanup)

A few links use line-range anchors (e.g. dogfood-actual-vs-mental-model.md#L76-L84). They resolve correctly today but are fragile if those docs shift. Fine to merge as-is; a later pass can switch to section anchors. Left as gemini's work rather than amending.

Cousin discipline

  • Commit authored + committed by gemini (per-worktree git config --worktree isolation this time — no shared-config clobber).
  • unittest baseline unchanged (186/186).

Closes #64. Second cousin contribution under the gemini identity.

what capabilities are implemented on main vs. what is planned or parked.
Also links to concrete PR/issue numbers, test files, and docs for today's
evidence-confirmed status, and decisions for parked features.
Adds a pointer in docs/vision.md to the README.md status table.
