Summary

add a read-only auto-pr-proposal-check CLI command for Clawsweeper-style maintenance proposals
emit patchwarden.auto_pr_proposal_verdict.v1 with schema and example artifact
enforce narrow eligibility: reproducible/current evidence, supported repair shape, no feature/config expansion, no existing linked PR, and no human-only paths
document the read-only AI + deterministic executor split from issue #69

Why

This gives Patchwarden a concrete quality contract for generated PR proposals without turning Patchwarden into the agent that writes or publishes PRs. A separate executor can consume the verdict later, but this PR adds no Forgejo mutation path.
