Canary status: missing — rely on required Forgejo checks before merge

Product story

The W6d automerge flow should ask Iskra for approval after deterministic preflight, mirror that approval as a formal Forgejo review, re-check final readiness, then merge as Iskra. Branch protection remains the source of truth.

What changed

  • Split automerge readiness into preflight and final approval modes.
  • Preflight validates label, safe scope, required checks, security blockers, and outdated branch before Matrix approval.
  • The workflow now asks Matrix/Iskra only after preflight passes.
  • The actor has a separate approve command that creates Iskra's formal Forgejo review.
  • After approval, the workflow re-collects Forgejo facts and final readiness requires a current non-author approval before merge.

Why it changed

#476 / run #2743 showed the old flow blocked before asking Iskra because readiness required a review that the workflow was supposed to create later. The corrected invariant is: no merge unless Forgejo has a current Iskra approval on the current SHA.

#475 added the Forgejo review bridge. This PR wires it as a two-stage gate so branch protection and deterministic checks agree.

  • #476 / run #2743 failed before Matrix approval; this PR addresses that exact failure mode.

Known constraints

This still does not grant the OpenClaw chat/runtime token Forgejo review scope. The formal Forgejo review is created by the runner-local automerge bot token for the Iskra Forgejo account.

Explicit out-of-scope

No production restart or runtime env mutation. No broad automerge beyond narrow W6d candidates.
