Product story

Security-sensitive work needs a distinct lane: more review friction is intentional because failures can leak credentials, break identity isolation, or widen access.

Scope

  • Add Charter rule for security-sensitive work lane.
  • Add AGENTS.md operational handling for class/security-sensitive.
  • Add issue template checkbox for the class of service.

Acceptance criteria

  • Security/secrets/access changes default to smallest coherent PRs.
  • Full canary is required per PR even for small diffs.
  • approve_with_evidence_gap is not the default merge path for secret/access behavior.
  • The issue template exposes class/security-sensitive.
