Summary

Pre-implementation Spec Kit for executing migrations/vault-to-infisical.md Phases 1-5 (source plan dated 2026-04-30; Phase 0 done).

BATCH G prebuild 2/4. Hard prerequisite: secrets-pipeline-foundation-v0 (#237) Slice 1 ADR must land first (picks backend). This prebuild assumes Infisical wins.

What's in

  • docs/specs/vault-to-infisical-migration-v0/ — 4-file Spec Kit (Constitution, Specify, Plan+Tasks, Notes+README)
  • prompts/codex-vault-to-infisical-migration.md — execution prompt with Safety/production boundary

Phases

  1. Inventory (Lite, read-only) — enumerate every Vault secret
  2. Mirror (Full, canary 3+3) — write to Infisical; Vault untouched; idempotent script
  3. Per-module cutover (Full per module) — dependency order; 24h soak per module
  4. Verify (Lite) — 7-day soak with zero Vault-fallback events
  5. Sunset Vault (Full, IRREVERSIBLE, explicit operator gate)

Constitution principles (P1-P6)

Vault unsealed before every phase / rollback always available until Phase 5 / per-module cutover not big-bang / no bulk manual / evidence-driven verification / ADR-0018 conformance.

Tier: Trivial per ADR-0007.

Phases 1-5. Source plan documented 2026-04-30; this prebuild makes it
codex-executable per the prebuild pattern.

Hard prerequisite: secrets-pipeline-foundation-v0 (#237) Slice 1 ADR must
land first (picks backend). This prebuild assumes Infisical wins or
hybrid pattern explicitly maps to Infisical.

5 phases (each = own PR series):
- Phase 1 Inventory (Lite, read-only)
- Phase 2 Mirror to Infisical (Full, canary 3+3)
- Phase 3 Per-module cutover (Full per module, dependency order)
- Phase 4 Verify (Lite, 7d soak)
- Phase 5 Sunset Vault (Full, IRREVERSIBLE, explicit operator gate)

Constitution: Vault unsealed before every phase, rollback always
