Adds a tiny Vistula vistula.priority.v0 structured comment for RICE-style prioritization. Iskra owns reach/impact/confidence as Piotr’s advocate; the implementation agent owns effort. Vistula records the calculated score and priority band without adding writers, services, DB, webhooks, or auto-sorting.

What changed

• Adds schema/vistula.priority-comment.schema.json.
• Registers vistula.priority.v0 in the structured comment parser/renderer.
• Adds a minimal fixture and tests for split RICE ownership.
• Documents the priority contract in Vistula docs and Iskra review contract.

Validation

• PYTHONPATH=/tmp/platform-wt-vistula-priority/control-plane python3 -m pytest platformctl/tests/test_vistula_comments.py — 24 passed.
• PYTHONPATH=/tmp/platform-wt-vistula-priority/control-plane python3 -m platformctl.cli validate all --json — exitCode 0.

Non-goals

• No Forgejo writer.
• No automatic ranking.
• No new service, DB, or webhook.
• No issue/PR mutation.
