Canary status: missing - fire canary 3+3 manually before merge

Summary

Extends the existing platformctl update-report soft-report so M05 can see exactly which modules are missing source, artifact, or update-policy metadata.

This does not enforce completion yet and does not fail CI for the current repo state. It turns the existing counts into deterministic module lists that are suitable for PR review and later batch planning.

What changed

Added counts.missingUpdatePolicy.
Added top-level completeness lists:
- missingSource
- missingArtifact
- missingUpdatePolicy
- missingAny
Added per-module metadataCompleteness booleans.
Updated test_update_report.py to cover annotated and missing fixtures plus real honcho-api CLI output.
