Summary

Adds a practical M09 module update flow runbook for agents. The runbook is intentionally operational and narrow: it tells an agent how to go from source/artifact metadata to an atomic upgrade PR without mutating runtime.

What changed

  • Added runbooks/module-update-flow.md.
  • Defined the update packet inputs and agent checklist.
  • Listed manual-only module classes.
  • Added a PR packet template and explicit runtime gate guidance.
  • Reiterated M09 ordering: M01/W3/M05 gates before broad upgrades.
