Records the #607 read-only Vault Phase 1 inventory result.

The live rs2000 HashiCorp Vault is not a bulk KV secret store ready for mirror-to-Infisical. The metadata-only inventory shows Vault is currently shaped as the internal safe-session SSH signer:

• secret engines: cubbyhole/, identity/, ssh/, sys/
• policy: safe-session-signer
• AppRole: safe-session-api
• SSH role: safe-session
• no observed secret/ KV engine

What changed

• Added state/reports/m04-vault-phase1-inventory-2026-05-29.md.
• Recorded sanitized evidence only: engine names, policy names, role names, module cross-check.
• Recommended no-go for Phase 2 Vault-to-Infisical mirror unless a later inventory finds actual KV secrets.
• Created follow-up #609 for deciding the safe-session Vault signer future before continuing Vault sunset.

Safety

• No Vault values printed.
• No vault kv get -field=<key> used.
• No Infisical writes.
• No Vault seal/unseal/restart/stop.
• No volume mutation.
• No cleanup command.

Validation

• PYTHONPATH=control-plane uv run --project control-plane python -m platformctl.cli validate all --json initially hit sandbox cache permissions under ~/.cache/uv.
• Re-run with local cache passed: UV_CACHE_DIR=/Users/pd/Developer/iskra-platform-2026-04-30/.uv-cache PYTHONPATH=control-plane uv run --project control-plane python -m platformctl.cli validate all --json -> exitCode 0, all modules OK.
