Summary

Fixes Patchwarden PR sanity comment posting when both the legacy generic comment token and the codex Forgejo token are available.

The current workflow chooses PLATFORMCTL_PR_SANITY_COMMENT_TOKEN first, defaults the actor to patchwarden, and then fails closed with comment actor verification failed: HTTP 403. This blocks clean PRs even when deterministic Patchwarden verdict is eligible_sanity_clean.

What changed

• Prefer FORGEJO_TOKEN_CODEX first and post as actor codex.
• Keep PLATFORMCTL_PR_SANITY_COMMENT_TOKEN as fallback for environments where codex token is unavailable.
• Update the workflow-order regression test.
• Add an inline workflow comment explaining the actor-matched token rule.

Validation

• UV_CACHE_DIR=/private/tmp/codex-uv-cache PYTHONPATH=. uv run --project . pytest platformctl/tests/test_pr_sanity.py -q → 22 passed.
• UV_CACHE_DIR=/private/tmp/codex-uv-cache PYTHONPATH=control-plane uv run --project control-plane python -m platformctl.cli validate all --json → exitCode=0.
• DeepSeek V4 Pro redteam → safe to merge; no blockers.

Risk

This changes only the comment token selection order for Patchwarden PR sanity. It does not weaken deterministic blockers, canary, Patchwarden verdict generation, or branch protection.
