Summary

Records read-only Slice (a) recon for #236 / Iskra Phase 1.0 constitutional bundle.

What changed

  • Added state/reports/2026-06-04-iskra-phase-1-0-bundle-recon.md.
  • Captures Iskra Judging Claw comment evidence on #236.
  • Captures VPS1000 workspace state: all four Phase 1.0 bundle files are missing.
  • Captures canonical-source search result: the four standalone documents are not present in local repos.
  • Captures deployer and telemetry-surface findings.

Key finding

#236 should not proceed to install/deployer work yet. The platform/OpenClaw side lacks canonical contents for:

  • PROMOTION-GATES.md
  • DRAFT-SPEC.md
  • HUMAN-DECISION-POLICY.md
  • PROGRAM-portfolio-night-scout.md

Codex should not author or infer these documents. Operator + Iskra need to provide canonical content before Slice (b).
