Summary

add read-only platformctl status publisher-status diagnostics for the dashboard publisher
support optional remote comparison via GitHub Contents API without publishing
document diagnostic commands and exit codes for runtime enablement
sync tracked package metadata with current control-plane pyproject/status publisher sources
