Context

Packet M for #122 intentionally handles prompt token-budget waivers and prompt archival first. While implementing it, Codex re-ran the L4 cross-link scan and found remaining missing literal relative paths in active prompts/*.md.

This issue tracks cross-link cleanup separately so #122 does not rewrite active/historical prompt content in the same PR.

Scope

  • Review each missing literal path from active prompts/*.md.
  • Decide whether it is:
    • a real broken repo link to fix,
    • a planned output reference that should be explicitly marked as generated/non-literal,
    • an external-repo reference that should use a full URL,
    • or an archived prompt reference that should point into prompts/archive/....
  • Remove cross-link waivers from tests/l4-verify-waivers.yaml after cleanup.

Acceptance criteria

  • tests/test_l4_verify.py::test_prompt_literal_cross_links_exist passes without cross-link waivers for active prompts.
  • Planned/generated references are either excluded by test logic with a clear rule or marked in prompt text so they are not mistaken for existing files.
  • Archived prompt references are updated to their archive paths or documented as historical-only.
