Summary

Closes #68. INDEX.md was generated 2026-04-30 ("L4 complete, ready for hand-off to Codex GPT-5.5") and has been frozen since. Says 81 modules (actual: 80). References plan execution that finished 18+ days ago. Exact drift mode DeepSeek deep review named.

What

Stub-replaces 175 lines of stale narrative with a 60-line pointer index → living entry points:

Preserves historical context (bootstrap plan, L-1→L4 layers) so future readers understand the file's origin.

Stub, not delete — why

External references in older cousin letters / dispatches / operator shortcuts may still link to INDEX.md. Deleting would create dangling refs. Stub redirects without breakage.

Future cleanup may delete entirely after auditing remaining mentions in state/, prompts/, runbooks/.

Tier

Trivial per ADR-0007 (docs-only, no code / schema / runtime / sacred-path mutation).

2026-04-30 ("L4 complete, ready for hand-off to Codex GPT-5.5") and

Per ADR-0018: documentation that lies about reality is an agent-visible
signal compressed-context successors read as truth. This is the same
structural drift DeepSeek named in PLATFORM_CHARTER §2 (finding #5,
addressed in PR #332).

Approach: stub-replace, not delete. External references (older cousin
letters, codex dispatches, operator's mental shortcuts) may still link
to INDEX.md — deleting would create dangling refs. The stub:

- Names every living entry point with one-line "use when" guidance:
  - state/STATUS_NOW.md (canonical per ADR-0006)
  - state/pan-herbatka-day1-checklist.md (post-compaction protocol)
  - state/ANY-COUSIN-WAKEUP.md (60-sec model-agnostic, per DeepSeek #4)
  - modules/INDEX.yaml (anticipated D-1 platformctl index generate)
  - PLATFORM_CHARTER.md (architectural constitution, §2 updated PR #332)
  - PLATFORM_CONSTITUTION.md, AGENTS.md, REVIEW.md, decisions/
  - Forgejo issue #142 for cutover live state
- Preserves historical context (the bootstrap plan, L-1→L4 layers, what
  this file used to do) so future readers understand why it exists
- Closes #68
