Summary

BATCH K Strategic — prebuild #2 of 3.

Auto-PR-on-image-update for opt-in modules. Producer-of-PRs; cutover pipeline consumes downstream. Phase 2 needs ADR-0019 live (empirically proven via PR #319, 2026-05-17).

Constitution highlights:

  • Image observation only, not autonomous mutation
  • Per-module opt-in (default false)
  • Sacred path immunity (structural, not config)
  • ADR-0018 applied to silent-retry temptation

Spec Kit: 4 files (constitution / plan / tasks / README) + execution prompt.
