Canary status: missing — fire 3+3 review before merge

Summary

Adds getFlowMetrics / MCP get_flow_metrics as a read-only analytics v0 layer.
Computes throughput, lead/cycle samples, aging WIP, advisory WIP breaches, and blocked cards for one board.
Keeps assumptions explicit: configurable done columns, cycle-start columns, transition limit, and window.

Scope

API/router read path guarded by activity:read and cards:read.
DB read queries for board list WIP and current card blocking/aging state.
MCP client/tool registration.
Contract documentation.

Non-goals

No dashboard UI.
No CFD, portfolio reporting, forecasting, or autonomous prioritization.
No mutation, repair, or production data correction.

Spec sources read

Transition history endpoint from previous PR.
List WIP policy schema.
Card relation blocks model.
Kan-ductor working plan item analytics/flow-metrics-v0.
