Canary status: missing — fire 3+3 review before merge

Summary

Adds a protected web read path for board flow metrics that reuses the agent metrics computation.
Adds Settings -> Flow health with throughput, median lead time, aging WIP, blocked cards, and WIP by column.
Covers the protected web route in the existing agent integration flow test.

Scope

Read-only flow health surface for logged-in operators.
No production deploy, no schema change, no analytics dashboard expansion.

Non-goals

No CFD/cycle charts.
No hard WIP enforcement.
No new agent mutation surface.
