Canary status: missing — rely on required Forgejo checks before merge

Product story

W6 fork work has landed. The operator needs one canonical state update saying what is closed, what remains optional follow-up, and what the next wave is.

What changed

  • Mark W6 baseline closed in state/STATUS_NOW.md.
  • Expand state/cycle/W6-agent-ci-governance-output.md with merged PR evidence for #449/#450/#451/#452/#453.
  • Update the active roadmap so W6a/W6b/W6c are closed baseline and W7 is next.

Why it changed

All W6 fork PRs were merged. Without this closeout, status still reads like W6 is active and W6a-only.
